Thank you for your interest in the Substitute Services program through High Desert ESD. The High Desert ESD provides substitute teaching (licensed) and educational assistant/secretary (classified) services for many local school districts including Bend-La Pine Schools, Redmond, Crook County (licensed substitutes only), Sisters, Culver, Powell Butte Charter School, Redmond Proficiency Academy and Seven Peaks School. Additionally, the ESD provides substitute services to area Early Intervention/Early Childhood Special Education (EI/ECSE) programs and the Central Oregon Intergovernmental Council (COIC). We work directly with the High Desert ESD Human Resources Department.

Substitute pay rates for 2023-2024:
Licensed: $206.40 per 8 hour day = $25.80 per hour (4 or 8 hour shifts)
Licensed Long Term: $217.92 per 8 hour day = $27.24 per hour (4 or 8 hour shifts)
Classified: $17.00 per hour

HOW TO BECOME A SUBSTITUTE EMPLOYEE:

An application for the school year in session must be completed in the High Desert ESD Application Portal. In the High Desert ESD Application Portal, search for “Substitute” in the in the “Job Listings Search” field, then select the appropriate application from the list. A cover letter that details your experience working with youth and why you want to be a substitute with High Desert ESD is required for the application process. Please complete the steps below to finalize the application and hiring process. 

Step 1. A current, valid Oregon teaching license is required to substitute as a teacher. Do you have an active teaching license in Oregon, or is your license currently in process with Oregon Teacher Standards and Practices Commission (TSPC)?

Yes – Apply for the “Licensed Substitute Educator” job through the High Desert ESD Application Portal, then continue to step 2.
No – Do you have an active teaching license in another State?

Yes – Contact TSPC to apply for the Reciprocal Teaching License. Apply for the “Licensed Substitute Educator” job through the High Desert ESD Application Portal, then continue to step 2. (NOTE: You may attend Substitute Orientation while your license is pending with TSPC.)
No – Do you have a Bachelor’s degree or higher?

Yes – Apply for the “Licensed Substitute Educator” job through the High Desert ESD Application Portal, then email Kristen Johns (kristen.johns@hdesd.org) to request a review of your High Desert ESD application and request a sponsorship letter for the “Restricted Substitute License” through TSPC. (Do not apply for the TSPC license before receiving High Desert ESD sponsorship approval.) If Kristen approves sponsorship, High Desert ESD will write a letter of sponsorship on your behalf to the TSPC for the Restricted Substitute License. You will then receive additional information and instructions to proceed with the TSPC license application. Continue to step 2. (NOTE: You may attend Substitute Orientation while your license is pending with TSPC.)
No – Apply for the “Classified Substitute: Paraeducator/Educational Assistant/Secretary” job through the High Desert ESD Application Portal, then continue to step 3.

Step 2. You will receive an automated email from the High Desert ESD Application portal confirming your application has been received. Please note that we are not notified that you submitted your application and the process requires further action on your part. Continue to step 3.

Step 3. Review the list below of Substitute Orientation dates and times. Email Stacy Kelley (stacy.kelley@hdesd.org) with the date you would like to attend. All substitutes are required to attend an orientation meeting before they can be employed by High Desert ESD. During orientation, you will be provided with information and a form for mandatory drug testing that must be completed on the same day you attend orientation. (High Desert ESD does not test for alcohol or THC.) If you have questions regarding the mandatory drug screening, please contact the Human Resources office before orientation. 

Before attending Substitute Orientation, print and complete the following forms: HDESD Substitute Documents and Forms.
Bring the completed forms and required supporting documentation to Substitute Orientation.

Orientation will be held at the High Desert Regional Education Center (HDREC) at 2804 SW 6th Street, Redmond, Oregon.
NOTE: For licensed positions, you may attend Substitute Orientation while your license is pending with TSPC.

        • Thursday, December 7, 2023 from 9:00 am to 12:00 pm – REGISTRATION CLOSED! No wait list.
        • Thursday, January 4, 2024 from 9:00 am to 12:00 pm – registration CLOSES December 20, 2023
        • Thursday, February 8, 2024 from 9:00 am to 12:00 pm – registration CLOSES January 30, 2023
        • Thursday, March 7, 2024 from 9:00 am to 12:00 pm – registration CLOSES February 27, 2023
        • Thursday, April 4, 2024 from 9:00 am to 12:00 pm – registration CLOSES March 20, 2023
        • Friday, May 3, 2024 from 9:00 am to 12:00 pm – registration CLOSES April 24, 2023
