The High Desert ESD provides substitute teaching and educational assistant services for many local school districts including Bend-La Pine Schools, Redmond, Crook County, Sisters, Culver, Powell Butte Charter School, Redmond Proficiency Academy and Seven Peaks School. Additionally, the ESD provides substitute services to area Early Intervention/Early Childhood Special Education (EI/ECSE) programs and the Central Oregon Intergovernmental Council (COIC). We work directly with the High Desert ESD Human Resources Department.

Oregon Health Authority administrative rule 333-019-1030 requires that, by October 18, 2021, all teachers and school staff either be fully vaccinated against COVID-19 or have been granted a medical or religious exception. “Fully vaccinated” is defined as the point in time 14 days after receiving all required doses of an approved COVID-19 vaccine (currently two shots of Pfizer or Moderna vaccine, or one shot of Johnson & Johnson vaccine).  
Upon job offer, and prior to their first day of work, successful candidates will need to submit proof of COVID-19 vaccination or a medical or religious exception.

All orientations will be held at the High Desert Regional Education Center (HDREC), 2804 SW 6th Street, Redmond, Oregon.

TO REGISTER (please read ALL steps before proceeding):

  2. Once you have completed the online application, you will receive an email confirming your application has been submitted.
  3. After receiving the confirmation email, please contact Stacy Kelley, HDREC Secretary, to register for one of the orientations listed above.

A current, valid Oregon teaching license is required to substitute as a teacher.  An application must be in process with TSPC to register for an orientation.

Please note: If you are interested in pursuing the Restricted Substitute License, please complete the Substitute Teacher employment application on Recruit & Hire (link above) and provide a cover letter that details your experience working with kids and why you want to work as a substitute teacher. After receiving confirmation that your application has been submitted, please send an email to Kristen Johns at requesting a review of your application. If approved, HDESD will sponsor the applicant for the Restricted Substitute License and you will receive additional information and instructions to proceed with the license application. Please do not apply for the license before receiving approval from High Desert ESD.

Please note, all applicants will be required to complete drug screening prior to being approved to work as a substitute employee. Information will be shared as part of the orientation packet.  In compliance with federal law, marijuana is considered a controlled substance despite the fact that the use, possession, and distribution of marijuana is permissible under certain circumstances under Oregon law.  If you have questions regarding the mandatory drug screening, please contact the Human Resources office before orientation.
