Seana is the HR Operations Manager at Central Oregon Community College. She earned her Bachelor of Arts Degree in Communication Studies from the University of Kansas. Seana has a passion for education and providing quality services to schools, children and families. She wants to assist all students achieve success at every level of their education. Being a High Desert ESD board member allows her to collaborate with others in the community concerning education and engaging students to succeed. Seana and her husband, Tom, have two sons.

Gwen Carr joined the High Desert ESD Board of Directors in July 2017. She brings a blend of financial, social service and education experience to the organization’s leadership and is an active advocate for children and families in Central Oregon. She currently serves as development coordinator, volunteer and events manager for Redmond-based NeighborImpact. Gwen grew up in Bend and currently lives in Prineville with her husband and two children.

Annemarie Hamlin

Annemarie Hamlin is currently serving as the Vice President of Academic Affairs at Central Oregon Community College. She has a Ph.D. in English from Claremont Graduate University and has more than 30 years of post-secondary education experience. Annemarie feels deeply connected to education in Central Oregon and has worked with High Desert ESD in the past on grant-funded projects to increase the college-going culture. COCC wants to be a strong partner in the work of supporting learners and learning in the region and Annemarie is excited to be a connection point between High Desert ESD Board and COCC.

Peggy Kinkade

Peggy Kinkade

Elected: Bend-La Pine SD

Peggy Kinkade joined the High Desert ESD Board of Directors after twelve years on the Bend-La Pine School Board. During her time at Bend-La Pine Schools, Peggy was twice board chair and gained experience with bond
campaigns, construction planning, policy rewrites, collective bargaining and community outreach. Peggy is passionate about public education and providing opportunities for every child to thrive. Peggy grew up in Montana, graduated from BYU with a degree in Political Science, and has lived in Bend since 1993 with her husband Brent and their 3 (now grown) children.

Matt McGowan is the Owner and CEO of OnCourse Insurance & Risk Management in Redmond, Oregon. Matt has been in the insurance industry since 2007 focusing on complex property and casualty insurance, and risk management. He lives in Redmond with his wife and two children. Matt is a graduate of Redmond High School and received a degree in Mass Communications from Linfield College. Matt is very active in the community, serving on multiple boards, and has a passion for serving students in Central Oregon.

Elizabeth Sanchez is the Founder of English 2 Spanish, LLC. She is also the Language Access Coordinator of Deschutes County Health Services. Elizabeth’s experience has mostly been in the medical field since she lived in Mexico and has been living in Central Oregon for the last 11 years. Elizabeth enjoys helping others. She believes education should be accessible to all kids and families.

Edie Jones

Edie Jones

Elected: Sisters SD

Edie Jones graduated from Washington State University with a BA in Recreation and later received a Masters of Adult Education from Oregon State University. Her work has consisted of being a Recreation Director for a city, teaching in a college, working for the Girl Scouts, owning and directing Camp Tamarack, and providing parent education and eventually directing the Together for Children parenting program. Edie has published Raising Kids with Love, Honor and Respect; Recipes for Success and Walker’s Wisdom, His Journey from Puppy to Big Dog, a book of poetry and beautiful pastel paintings about her dog. She is the mother of four adult children and the grandmother of 7.

Anthony Georger is the controller and vice president of finance for Seran Bioscience. He brings more than 15 years of accounting and finance experience, specializing in aerospace, agricultural and media industries. He moved from New England to Central Oregon with his wife and three children in 2020 and has been actively engaged and interested in the local education system.

Carlos Perez - Vice Chair

Carlos Perez - Vice Chair

Elected: Bend-LaPine SD

Carlos Perez is a lifelong educator. He retired from the Hillsboro School District after serving as Deputy Superintendent. Carlos served on the Oregon Commission on Hispanic Affairs and is a founding member of the Oregon Association of Latino Administrators. For 8 years he co-coordinated the New and Aspiring Administrator Leadership Program for OALA. Carlos received his bachelor’s degree in Elementary Education from Idaho State University, a Masters degree in Counseling from Oregon State University and his administrative license from Portland State University. Carlos has two adult children. He and his wife Corine live in Bend with their dog Paz.
